Rare is the person...Narapati-hitkartaa dvēshyataaṁ

Narapati-hitkartaa  dvēshyataaṁ yaati lōkay.
Janapad-hitkartaa tyajyatay paarthivēna.
Iti mahti virōdhay vidyamaanay samaanay.
Nr̥patijanapadaanaaṁ durlabhah Kaaryakartaa.

Those - who favor and work for the interest of the state or the establishment, and try to enforce its rules - usually become targets of the general public's jealousy and anger. 
And those - who strive for the welfare and betterment of the people are usually disliked by the authorities.
Both ways, there are problems.
Both types of social-workers face difficulties. 
Rare are those who can please both the sides - laypeople and the authorities.
